The Renamo candidate for Nampula mayor, Paulo Vanhale, today gained 58% of the vote and the Frelimo candidate, Amisse Cololo, received only 42%. This was on an increased turnout of 32% compared to 25% in the first round, according to a reliable civil society parallel count. This was the second round, between the two candidates who gained the most votes in the 24 January first round of the Nampula city mayoral by-election.
Meanwhile, the civil society coalition Votar Moambique has issued its report on the voting today, available only in Portuguese. It raises three issues:
+ A number of polling stations opened late, due to a lack of indelible ink for voters' fingers, or other missing materials.
+ Some people, including those who claim to have voted in the first round and others who had valid 2013-14 voters cards, were not on the register and could not vote.
+ In at least two places, valid ballot papers were found outside of polling stations.
